Nieto founded the Cartagena Film Festival in 1960 and remained director for the next 48 years. His last film festival was in 2008. Nieto was born in Cartagena, Colombia. He began his career as a radio broadcaster. In 1939, Nieto launched a regional radio news program called Sintesis. He opened a series of radio stations beginning in 1946. For example, in 1949 Nieto opened both the station and the Cine Miramar theater in Cartagena. (en)

En 1939 Nieto lanzó un programa de radio regional de noticias llamado Síntesis. Abrió una serie de estaciones de radio desde 1946. En 1949 Nieto abrió la estación Radio Centro Miramar y el teatro Cine Miramar en Cartagena. Lina Paola Rodríguez asumió la gerencia en 2007. En 1960 fundó el Festival Internacional de Cine de Cartagena, en compañía de un grupo de empresarios y personalidades del mundo cultural de Cartagena, al iniciar una serie de contactos con la Federación Internacional de Asociaciones de Productores Cinematográficos a través de la Embajada de Colombia en París, Francia. Para organizar el Festival de cine, aprovecharía las ventajas históricas, turísticas y naturales que ofrecía la ciudad caribeña, contando desde sus inicios con el apoyo del gobierno de Colombia. Nieto también trabajó como periodista, escribiendo para varias publicaciones colombianas, entre las que se incluyen El Espectador, El Universal y El Tiempo. Falleció el 28 de noviembre de 2008 tras una caída en el interior de su residencia. Le sobreviven su esposa, Mary Luz Milanes de Nieto, dos hijos, Martín y Gerardo, y varios nietos. (es)

He served as director of the Cartagena Film Festival for 48 years, despite failing health during his later life. Due to ill health, Nieto hired appointed managers to run the basic operations and preparations for the festival. became manager in 2007 under Nieto. Nieto also worked as a journalist, writing for several Colombian publications including the El Espectador, El Universal and the El Tiempo. Victor Nieto died of a stroke on November 28, 2008, at the age of 92. He is survived by his wife, Mary Luz Milanes de Nieto, two sons, Martín and Gerardo, and several grandchildren (en)
