Choe Manri (Korean: 최만리; Hanja: 崔萬里, d. 23 October 1445) or sometimes spelled Choi Malli, was an associate professor in the Hall of Worthies (집현전 부제학, 集賢殿副提學) who spoke against the creation of hangul (then called eonmun) together with other Confucian scholars in 1444. He made the following submission that year to King Sejong against hangul:

He made the following submission that year to King Sejong against hangul: (en) 최만리(崔萬理, ? ~ 1445년 10월 23일)는 조선 전기의 문신, 정치인, 유학자이자 철학자, 법학자이다. 조선시대의 청백리로 꼽히는 인물이다. 오랫동안 집현전에 몸을 담고 고제(古制) 연구 및 적용에 주력했으며 집현전 부제학, 강원도관찰사 등을 역임하였다. 1444년 2월 20일 한글 창제에 대한 반대상소(합소, 연명상소)를 올렸던 여러 대신들 중에 대표적 인물이며, 지나친 반발로 세종의 노여움을 사 의금부에 갇히기도 했다. 시호는 공혜(恭惠)이다.
