Dia awalnya dibangun sebagai kapal kargo umum bertenaga nuklir Mutsu, tetapi tidak pernah membawa kargo komersial. Reaktor selesai pada 25 Agustus 1972, dan bahan bakar dimuat pada 4 September. Ketika para pejabat mengumumkan bahwa uji coba pertama akan dilakukan di dermaga di minato, protes lokal memaksa mereka untuk mempertimbangkan kembali. Akhirnya diputuskan untuk menguji kapal di laut terbuka, 800 kilometer (430 nmi) timur Tanjung Shiriya. Kapal berangkat dari minato pada 26 Agustus 1974, dan reaktor mencapai kritis pada 28 Agustus.
