The flood was created by a combination of heavy rain in the watershed and snow melt. "Flooding occurred in several places along the St. John thatspring—among them, Edmundston, Grand Falls, Perth-Andover,Hartland, Woodstock and parts of Maine. But by far the most dramaticeffects were in the lower valley. In Fredericton, the river level reached28.3 feet (8.6m), or 25 feet (7.6m) above its normal summer level. Water spilled intoolder residential areas, lapped against newer subdivisions, and welled up around public buildings." (en)
