It was named the Pepsi Chinese Jia-A League for sponsorship reasons, while the league started on March 21 and ended on December 5, 1999 and saw Shandong Luneng win the championship.

Les quatorze meilleures équipes du pays sont regroupées au sein d'une poule unique, où tous les clubs s'affrontent en matchs aller et retour. À la fin du championnat, les deux derniers du classement sont relégués et remplacés par les deux meilleurs clubs de deuxième division. C'est le club de Shandong Luneng qui remporte la compétition après avoir terminé en tête du classement final, avec un seul point d'avance sur l'un des clubs promus de D2, Liaoning Fushun et trois sur Sichuan Quanxing. C'est le tout premier titre de champion de Chine de l'histoire du club, qui réussit même le doublé en s'imposant en finale de la Coupe de Chine face au Dalian Wanda Shide.
