It was introduced on August 1, 2016, by President Rodrigo Duterte to allow the public to report poor government front-line service delivery and corrupt practices in all government agencies, government-owned and controlled corporations, government financial institutions, and other instrumentalities of the government. The 8888 Citizens' Complaint Center is managed by the Office of the Executive Secretary which coordinates with the concerned government agency for the prompt resolution of public grievances and to provide feedback on the action taken on citizens' concerns within 72 hours. A show entitled, Digong 8888 Hotline, was thereafter launched by the People's Television Network in July 2019 to address queries or grievances from the public directed to government agencies, bureaus and offices that are sourced from field interviews, social media, and actual case studies from the hotline and the Presidential Complaint Center. The program, which airs weekly, is also meant for the public to better understand the processes not only of the hotline but also of the featured agency of the week. Digong 8888 Hotline is hosted by President Duterte's Chief Legal Counsel and Spokesperson, Secretary Salvador Panelo, Assistant Secretary Kris Roman of the Offices of the Chief Presidential Legal Counsel and Presidential Spokesperson and news anchor, Ms. Trixie Jaafar.
