Lieutenant admiral Engelbertus Lucas (30 May 1785 in Schiedam – 12 May 1870 in The Hague) was a Dutch naval officer of the Batavian Navy, the royal navy of the Kingdom of Holland, the navy of the First French Empire, and the Royal Dutch Navy, rising to the highest rank in the latter navy, and becoming Minister for the Navy in the first Cabinet of the Dutch Prime minister Johan Rudolph Thorbecke from 1849 to 1851.

Lucas was een zeeofficier die twee jaar minister van Marine was in het eerste kabinet-Thorbecke. Thorbecke had liever zijn medestander in de Tweede Kamer Ter Bruggen Hugenholtz als minister gehad, maar dit werd door de koning verhinderd. Lucas werd al na anderhalf jaar door de Tweede Kamer ten val gebracht, nadat op 10 april 1851 zijn begrotingsvoorstel inzake het herstel van de schipsluis te Willemsoord met 32 tegen 22 stemmen was verworpen.
