Er war von 1912 bis 1932 an der Universität Dijon sowie anschließend bis 1948 an der Universität Paris tätig und gehörte von 1948 bis 1960 der Völkerrechtskommission der Vereinten Nationen an. Darüber hinaus amtierte er langjährig am Verwaltungsgericht der Internationalen Arbeitsorganisation sowie als Generalsekretär und später als Mitglied des Kuratoriums der Haager Akademie für Völkerrecht. Zu den inhaltlichen Schwerpunkten seines Schaffens zählten insbesondere der Minderheitenschutz, das Seevölkerrecht, das internationale Arbeitsrecht und das Mandat des Völkerbundes.
