Glynn was elected as a Republican to the Sixty-fourth and to the three succeeding Congresses (March 4, 1915 – March 3, 1923).He served as chairman of the Committee on Expenditures in the Post Office Department (Sixty-seventh Congress).He was an unsuccessful candidate for reelection in 1922 to the Sixty-eighth Congress. Glynn was elected to the Sixty-ninth, Seventieth, and Seventy-first Congresses and served from March 4, 1925, until his death on a train near Washington, D.C., March 6, 1930.He was interred in the new St. Joseph's Cemetery, Winsted, Connecticut.
