Il est élu depuis 1996 à la Chambre des représentants, la chambre basse de la Diète du Japon, alternativement au scrutin majoritaire pour le 1er district de la préfecture de Saga (de 1996 à 2000, de 2003 à 2005 et de 2009 à 2012) et à la proportionnelle dans le bloc législatif de Kyūshū (de 2000 à 2003, de 2005 à 2009 et de 2009 à 2012). Il est également ministre des Affaires intérieures et des Communications ainsi que ministre d'État à la Promotion de la Souveraineté régionale dans les 93e et 94e Cabinets du Japon dirigés successivement par Yukio Hatoyama puis Naoto Kan, du 16 septembre 2009 au 17 septembre 2 (fr)
