In the Second Polish Republic, there was not a national, Second Division, as we know it today, although the creation of the second division was proposed on several occasions. On Sunday, September 26, 1937 in Częstochowa, a conference of regional teams from across the nation took place, to discuss the creation of the league. Officials of several clubs arrived, such as Brygada Częstochowa, , Śmigły Wilno, Rewera Stanisławów, Dąb Katowice, Unia Sosnowiec, , and WKS Grodno. Also, invited were officials of HCP Poznań, , Naprzód Lipiny and Union Touring Łódź, but for unknown reasons they did not show up.   • Okręgowe rozgrywki w piłce nożnej w okresie międzywojennym – odpowiednik drugiej w hierarchii klasy męskich ligowych rozgrywek piłkarskich w Polsce. Regularne rozgrywki piłkarskie w Polsce rozpoczynają się wiosną 1920 roku. Poprzedzone zostały utworzeniem w grudniu 1919 Polskiego Związku Piłki Nożnej oraz struktur okręgowych. Część klubów działała już przed wojną, np. w Galicji czy na terenie zaboru niemieckiego. Kluby te posiadają bazę sportową oraz tradycje piłkarskie, w przyszłości zaprocentuje to uzyskiwaniem dobrych rezultatów.
