Pablo Emilio Madero Belden (August 3, 1921 in San Pedro, Coahuila – March 16, 2007 Monterrey, Nuevo León, México) was a Mexican politician. He was the 13th president of the National Action Party (PAN, 1984–1987) and former presidential candidate who represented both the PAN and the extinct Mexican Democratic Party (in Spanish: Partido Demócrata Mexicano, PDM). In 1994, he became a presidential candidate of Mexican Democratic Party but he lost with 97,935 votes or 0.28% of the total votes. In 2007 Pablo Emilio Madero died at the age of 85, in Monterrey, Nuevo León, México.

Madero studeerde in 1945 af als ingenieur aan de Nationale Autonome Universiteit van Mexico (UNAM). In 1939 sloot hij zich aan bij de pas opgerichte Nationale Actiepartij (PAN), waarvoor hij twee keer zitting had in de Kamer van Afgevaardigden en waarvan hij van 1984 tot 1987 voorzitter was. In 1982 deed hij een gooi naar het presidentschap. Hij behaalde 25,7% van de stemmen, beduidend minder dan Miguel de la Madrid van de Institutioneel Revolutionaire Partij (PRI), maar het was wel de beste uitslag ooit voor een oppositiekandidaat in decennia in het door de PRI beheerste Mexico.
