Rafael Arcángel Quispe Flores (born 24 October 1969), often referred to as Tata Quispe, is a Bolivian indigenous activist and politician who served as general executive director of the Indigenous Development Fund from 2019 to 2020. A member of the political party Somos Pueblo, of which he is the leader, he later served as vice minister of decolonization from October to November 2020. He previously served as a substitute plurinominal member of the Chamber of Deputies from La Paz under María Eugenia Calcina from 2015 to 2019 on behalf of the Democratic Unity coalition. Prior to entering politics, Quispe served as a mallku on the National Council of Ayllus and Markas of Qullasuyu and was part of the Andean Coordinator of Indigenous Organizations.
