Ancien marin sur les bateaux à voile, il est connu comme the Last Working Shantyman ("le dernier chanteur de marine"). Après la disparition de son métier dans la marine à voile, il a dédié sa vie à l'étude et à l'histoire des chants de marins. Ostatni pracujący shantyman). Po spędzeniu czterech i pół roku jako niemiecki jeniec w czasie II wojny światowej Hugill został instruktorem w Sea School w Aberdovey (lata 1950-1975). W latach 50. XX wieku uczył także żeglarstwa (i śpiewania szant) na żaglowym statku szkolnym „Pamir”, ale nie brał udziału w jego ostatnim, tragicznie zakończonym rejsie. (pl)
