Muszyński was born in Warsaw, where presently lives. In 1998, after graduating from the Department of History of Warsaw University, he began his career as an independent scholar. He received his doctoral degree in 2010 at the Cardinal Stefan Wyszyński University in Warsaw. Since 2006 he has been conducting research at the Polish Institute of National Remembrance. He is an author of the several books on the history of Poland in the 20th Century and military history. During 2003–2019, he was the editor-in-chief of the Polish historical scientific magazine "Glaukopis". He was twice a member of the Committee on Giving Opinions on Candidatures to be awarded for Anti-Communist Activity in 1956–1989 at the Chancellery of the President of the Republic of Poland (2006-2010, 2015-to the present). In 2017, he was appointed a member of the Scientific Council of the Museum of the Anti-Communist Underground and Political Prisoners in Warsaw. He was awarded state awards: Gold Cross of Merit in 2016. and in 2019. Some of the Polish media have described him as controversial due to his association with Polish nationalist groups such as the Kukiz'15 association, and his research on controversial historical figures such as Romuald Rajs; through he himself denied that his research or activities should be described in such a fashion. In 2016 he was Kukiz'15's candidate for the college of Institute of National Remembrance. During his candidacy, he caused controversy by posting an image of Barack Obama hanging from a noose to his Facebook page. He was nearly fired from his position, but the disciplinary proceedings for violating state official ethics ended with a formal warning conversation. Following the scandal, Muszyński made his Facebook private. In 2019 Muszyński commented favorably on the Pinochet regime, suggesting that members of the left-wing Razem party should be thrown from helicopters as was done to leftists in Chile. (en)
