A constitutional referendum to amend the constitution of Latvia in order to allow one-tenth of the total registered electorate to initiate a popular referendum to dissolve the Latvian parliament was held in Latvia on 2 August 2008. Preliminary results indicated that an overwhelming 96% of voters had voted in favour of the amendment, although only about 40% of the electorate voted in favour, which means the referendum is invalid. It is expected that the strong result, while failing to directly change the constitution, might press politicians to adopt a similar measure nonetheless.

- Op 2 augustus 2008 werd in Letland een constitutioneel referendum gehouden over de vraag of de grondwet zodanig veranderd moest worden dat deze de bevolking het recht zou geven een volksraadpleging af te dwingen over de ontbinding van het parlement, mits de initiatiefnemers van een dergelijke volksraadpleging de handtekening van een tiende van alle kiesgerechtigden zouden weten te verzamelen. President Valdis Zatlers en de linkse oppositie waren voorstander van het referendum, terwijl de regering ertegen was omdat het alleen nog maar meer instabiliteit teweeg zou brengen in een land dat in 18 jaar onafhankelijkheid al 13 regeringen had gehad. Desde que 10% dos eleitores registados aprovassem um movimento para se dissolver o parlamento, o referendo seria considerado como resultado favorável. - Il referendum costituzionale in Lettonia del 2 agosto 2008 si è tenuto per proporre la modifica della Costituzione della Lettonia al fine di consentire a un decimo dell'elettorato registrato di avviare un referendum popolare per sciogliere il Saeima. Se approvato, l'emendamento avrebbe consentito per la prima volta in un paese dell'Unione europea la possibilità che gli elettori decidessero di sciogliere il proprio parlamento nazionale (un diritto tradizionalmente riservato ai capi di Stato). - A constitutional referendum to amend the constitution of Latvia in order to allow one-tenth of the total registered electorate to initiate a popular referendum to dissolve the Latvian parliament was held in Latvia on 2 August 2008. The referendum on this issue was triggered when the Government of Latvia voted against an opposition motion to adopt this change to the constitution, which resulted in a referendum in Latvia by law. President Valdis Zatlers and the left-wing opposition were in favour of the referendum, while the government was against it, arguing that it would cause even more instability in a country which has seen 13 governments in the 18 years since independence. At least half of the total registered electorate (i.e. more than 757,607) had to approve the referendum proposal in order for it to be valid. Preliminary results indicated that an overwhelming 96% of voters had voted in favour of the amendment, although only about 40% of the electorate voted in favour, which means the referendum is invalid. It is expected that the strong result, while failing to directly change the constitution, might press politicians to adopt a similar measure nonetheless. If passed, the amendment would have represented the first time in an EU country that voters would have been able to dissolve their national parliament – a right traditionally reserved for the head of state. Il referendum su questo tema è stato attivato quando il governo della Lettonia votò contro una mozione dell'opposizione per adottare questa modifica alla costituzione, che ha portato a un referendum in Lettonia per legge. Il presidente Valdis Zatlers e l'opposizione di sinistra erano favorevoli al referendum, mentre il governo di destra guidato da Ivars Godmanis era contrario, sostenendo che avrebbe causato ancora più instabilità in un paese che aveva visto 13 governi nei 18 anni dall'indipendenza. Almeno la metà del totale degli elettori registrati (cioè più di 757.607) ha dovuto approvare la proposta referendaria perché fosse valida. I risultati hanno indicato che uno schiacciante 96% degli elettori ha votato a favore dell'emendamento, sebbene solo il 40% circa dell'elettorato abbia votato a favore, il che significa che il referendum non è valido.
