Auteur de plusieurs romans sur le Moyen Âge et la Rome antique, ses écrits sont le plus souvent le résultat de recherches historiques minutieuses. Ancien excavateur archéologique à Istanboul, il a visité presque tous les champs de bataille qu'il a décrits dans son œuvre. Duggan wurde in Argentinien in eine reiche Grundbesitzerfamilie irischen und amerikanischen Ursprungs geboren. Duggans Familie zog nach England, als er zwei Jahre alt war. Seine Mutter Grace heiratete nach dem Tod seines Vaters Alfred Hubert Duggan den britischen Politiker und früheren Vizekönig von Indien, Lord George Curzon.
