The Connecting Europe Facility (CEF) is a European Union fund established in 2014 for infrastructure investments (in particular the Trans-European Networks) across the union in transport, energy, digital and telecommunication projects, which aims at a greater connectivity between EU member states. It operates through grants, financial guarantees and project bonds. It is run by the Innovation and Networks Executive Agency and then by the Climate, Infrastructure and Environment Executive Agency.

| - مرفق التواصل الأوروبي ( CEF ) هو صندوق تابع للاتحاد الأوروبي للاستثمار في البنية التحتية لعموم أوروبا في مجال النقل والطاقة والمشاريع الرقمية التي تهدف إلى زيادة الترابط بين الدول الأعضاء في الاتحاد الأوروبي (2014-2020). يعمل الصندوق من خلال المنح والضمانات المالية وسندات المشاريع. ويتم تشغيله من قبل الوكالة التنفيذية للابتكار والشبكات . تدعم الهيئة الرقمية CEF Digital إتمام السوق الرقمية الفردية من خلال ربط أوروبا من خلال «الجسور الرقمية» (البنى التحتية للخدمات الرقمية) لصالح المواطنين والشركات والإدارات العامة. حيث تعزز رؤية الخدمات العامة التي ليست رقمية بشكل افتراضي فقط ولكن أيضًا عبر الحدود افتراضيًا. هناك نوعان من البنى التحتية للخدمة الرقمية (DSIs):

- El Mecanismo Conectar Europa ( CEF ) es un fondo de la Unión Europea para inversiones en infraestructura paneuropea en transporte, energía y proyectos digitales que apuntan a una mayor conectividad entre los Estados miembros de la Unión Europea (2014-2020). Opera a través de subvenciones, garantías financieras y bonos de proyectos. Está gestionado por la Agencia Ejecutiva de Innovación y Redes. La CEF Digital apoya la realización del mercado único digital a través de "conectando Europa" mediante «puentes digitales» (infraestructuras de servicios digitales) en beneficio de los ciudadanos, las empresas y las administraciones públicas. Promueve la visión de que los servicios públicos no solo son digitales, sino también transfronterizos. Hay dos tipos de infraestructuras de servicios digitales (DSI):
* Los DSI específicos del sector: despliegan servicios digitales transeuropeos complejos basados en soluciones técnicas y organizativas maduras: contratación electrónica, ciberseguridad, salud electrónica, justicia electrónica, resolución de disputas en línea, Europeana, Internet más seguro, datos abiertos.
* Los DSI conocidos como bloques de construcción: brindan servicios digitales básicos y reutilizables. Los bloques de construcción se pueden integrar en otros proyectos de DSI y TI y se pueden combinar entre sí. (es)

* w której żadna osoba ani żaden region nie pozostaną w tyle. Wcześniej cele określał pakiet energetyczno-klimatyczny (20-20-20), wyznaczony w Strategii Europa 2020, tj. ograniczenie emisji CO2 co najmniej o 20 proc. w porównaniu z poziomem z 1990 r., zwiększenie udziału odnawialnych źródeł energii w odniesieniu do całkowitego zużycia energii o 20 proc., zwiększenie efektywności użycia energii o 20 proc. We wrześniu 2014 r. Komisja Europejska ogłosiła pierwszy konkurs na dofinansowanie projektów transportowych ze środków CEF.Największym beneficjentem są PKP PLK głównie w ramach inwestycji kolejowych na liniach E59, E20, E75, CMK.
