David C. Rowe (27 September 1949 – 2 February 2003) was an American psychology professor known for his work studying genetic and environmental influences on adolescent onset behaviors such as delinquency and smoking. His research into interaction between genetics and environment led to the discovery of the Scarr-Rowe effect. Rowe earned his A.B. from Harvard University and his Ph.D. from the University of Colorado at Boulder, where he was a student at the Institute for Behavioral Genetics.
