His great-grandfather was David Davis who served in the United States Senate and on the United States Supreme Court. He went to the Bloomington public schools and University High School. He received his bachelor's degree from Williams College and his law degree from University of South Dakota School of Law. Davis also went to University of Illinois. Davis was admitted to the Illinois bar and practiced law in Bloomington, Illinois. He was also involved with the National Bank of Bloomington and with farming.
