EU Allowances (EUA) are climate credits (or carbon credits) used in the European Union Emissions Trading Scheme (EU ETS). EU Allowances are issued by the EU Member States into Member State Registry accounts. By April 30 of each year, operators of installations covered by the EU ETS must surrender an EU Allowance for each ton of CO2 emitted in the previous year.The emission allowance is defined in Article 3(a) of the EU ETS Directive as being "an allowance to emit one tonne of carbon dioxide equivalent during a specified period, which shall be valid only for the purposes of meeting the requirements of this Directive and shall be transferable in accordance with the provisions of this Directive".

Od vlastněného počtu povolenek se odvíjí, kolik emisí skleníkových plynů mohou subjekty vypustit do ovzduší za stanovené období. Na evropských energetických burzách je zprostředkováván nákup a prodej emisních povolenek za tržní ceny. Největším systémem emisního obchodování je Evropský systém pro obchodování s emisemi (European Union Emissions Trading System, EU ETS), jehož součástí je i Česká republika. Systém se vztahuje na emise oxidu uhličitého, oxidu dusného, zcela fluorovaných uhlovodíků, metanu, částečně fluorovaných uhlovodíků, fluoridu sírového, na elektrárny, na širokou škálu energeticky náročných průmyslových odvětví a na letadla létající mezi státy EU, Norska a Islandu. Část zisků z prodeje povolenek putuje do Inovačního fondu spravovaného Evropskou komisí. Pro období 2020 až 2030 obdržel fond 450 milionů povolenek. Další část povolenek putuje do Modernizačního fondu, z kterého prostředky formou dotací rozděluje Evropská komise do chudších částí EU. (cs)
