In 2000, internal auditors raised concerns about fictitious Eurostat's contracts with outside companies and referred the matter to the European Anti-Fraud Office, OLAF. OLAF did not react. In 2001, Paul van Buitenen, whose earlier report had indirectly led to the resignation of the previous Santer Commission, produced a second report, but this at first led to no action, until Hans-Martin Tillack and the press started to take interest in the matter. Questions were asked in the European Parliament, OLAF produced a new report entitled "A vast enterprise for looting community funds" as it was reported by Financial Times on May 16, 2003.

  • Sa bhliain 2000, d’ardaigh iniúchóirí inmheánacha imní faoi chonarthaí bréige Eurostat le cuideachtaí seachtracha agus chuir siad an cheist ar aghaidh chuig an Oifig Eorpach Frith-Chalaoise (OEFC). Níor fhreagair an OEFC. Ar deireadh ghníomhaigh an Coimisiún Prodi. Baineadh triúr oifigeach sinsearach de chuid Eurostat as a bpoist agus cuireadh roinnt conarthaí le cuideachtaí seachtracha ar ceal. (ga)

  • In 2000, internal auditors raised concerns about fictitious Eurostat's contracts with outside companies and referred the matter to the European Anti-Fraud Office, OLAF. Finally the Prodi Commission acted. Three senior Eurostat officials were removed from their posts and a number of contracts with outside companies were cancelled. It was alleged that, at least during the 1990s, Eurostat used a double accounting system to transfer large amounts of money to secret bank accounts not monitored by auditors and that the value of some contracts was inflated. Allegedly there was evidence of cronyism and financial irregularities, though no evidence of personal enrichment was found. Between four and five million euro was thought to have been "siphoned off", mostly between 1996 and 2001. Some of the money was recovered. On July 8, 2008 the European Commission was condemned by the European Court of Justice for several failures of OLAF.The Commission had to pay €56,000 to two senior Eurostat officials. (en)

Níor fhreagair an OEFC. Sa bhliain 2001, chuir Paul van Buitenen, a raibh a thuarascáil níos luaithe ina thoradh go hindíreach ar éirí as an gCoimisiún Santer roimhe sin, tuarascáil eile ar aghaidh, ach níor tharla aon ghníomh mar thoradh air seo ar dtús, go dtí gur thosaigh Hans-Martin Tillack agus an preas ag cur suime sa scéal. Cuireadh ceisteanna i bParlaimint na hEorpa, tháirg an OEFC tuarascáil nua dar teideal " "A vast enterprise for looting community funds" mar a thuairiscigh Financial Times an 16 Bealtaine 2003 . Ar deireadh ghníomhaigh an Coimisiún Prodi. Baineadh triúr oifigeach sinsearach de chuid Eurostat as a bpoist agus cuireadh roinnt conarthaí le cuideachtaí seachtracha ar ceal. Líomhnaíodh, le linn na 1990idí ar a laghad, gur bhain Eurostat úsáid as córas cuntasaíochta dúbailte chun suimeanna móra airgid a aistriú chuig cuntais bhainc rúnda nach ndearna iniúchóirí monatóireacht orthu agus gur tháinig méadú ar luach conarthaí áirithe. Líomhnaítear go raibh fianaise ar chairdeas fabhair agus neamhrialtachtaí airgeadais, cé nach bhfuarthas aon fhianaise ar shaibhriú pearsanta. Ceapadh go raibh idir ceithre agus cúig mhilliún euro “siofónta”, idir 1996 agus 2001 den chuid is mó. Aisghabhadh cuid den airgead. An 8 Iúil 2008 cháin Cúirt Bhreithiúnais an Aontais Eorpaigh an Coimisiún Eorpach as roinnt teipeanna de chuid an OEFC. Bhí ar an gCoimisiún €56,000 a íoc le beirt oifigeach sinsearach de chuid Eurostat. (ga)
