Some Bulgarian children are forced into street begging and petty theft within Bulgaria and also in Greece and the United Kingdom. The Government of Bulgaria does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. In 2009, Bulgaria amended Section 159 of its criminal code and increased the minimum penalty for trafficking offenses from one year’s imprisonment to two years’ imprisonment. The government investigated trafficking-related complicity among officials at various levels of government, although efforts to prosecute complicit officials remained limited. While Bulgaria continued its overall efforts to assist and protect most victims of trafficking, two victims identified during the year were punished for crimes committed as a direct result of trafficking.
