The Humanitarian Cluster System is a system, used by the United Nations Office for the Coordination of Humanitarian Affairs, to coordinate multi-agency responses to large humanitarian emergencies. The system has been used since 2005 to improve the quality of humanitarian aid delivery. The cluster system categorizes humanization activities into eleven work areas, and four cross-cutting themes, and identifies coordinating organizations for each of them.
