Kementerian ini merupakan departemen konstituen dari Dewan Negara. Pada awal Maret 2008, Kongres Rakyat Nasional mengumumkan pembentukan kementerian gabungan untuk transportasi jalan, udara dan air. Kementerian Komunikasi, Administrasi Penerbangan Sipil dan Biro Pos Negara digabung ke dalam Kementerian Perhubungan ini. Sedangkan Kementerian Kereta Api baru bergabung pada Maret 2013.
