Pierre Deval (1758–1829) was French Consul-General in Algeria from 1814 to 1827. He is known for his diplomatic mission to the Regency of Algiers, and the diplomatic slights he received while there, which gave a pretext to the French invasion of Algiers in 1830. Deval was a member of a family which provided dragomans to the French diplomatic services to the Ottoman Empire since 1716. During the Napoleonic Wars, the Regency of Algiers had greatly benefited from trade in the Mediterranean, and of the massive imports of food by France, largely bought on credit by France.

| - القنصل بيار دوفال هو آخر قنصل لفرنسا بالجزائر (1758-1829) ارتبط اسمه بحادثة المروحة الشهيرة، التي اتخذتها فرنسا ذريعة لاحتلال الجزائر، إلا أن المؤرخين قد اختلفوا في حقيقة القنصل دوفال المعني بهذه الحادثة، فمنهم من ادعى أنه بيير دوفال، بينما نسب البعض الآخر تلك الحادثة إلى القنصل شارل دوفال. عُيّن دوفال سفيراً لفرنسا في الجزائر من قبل لويس الثامن عشر، وذلك لأنّه كان يتقن اللغتين العربيّة والتركيّة، طرده الداي حسين من مجلسه لتطاول دوفال على أعلى مرتبةٍ قياديّة في الأيالة في ذلك الوقت، إضافةً إلى افتزازه الصريح وإهانته للداي وديوانِه، وهذا ما جعل الداي يطرده من خلال تلويحه بالمروحيّة، فلم يرق هذا الأمر للحكومة الفرنسيّة، وطالبت من الداي بالاعتذار خلال أربع وعشرين ساعة، إضافةً إلى رفع الرايةِ الفرنسيّة عوضاً عن الجزائرية. توفي في فرنسا عام 1829. Hussein Dey – Algeriens letzter osmanischer Statthalter – forderte die Rückzahlung einer 31 Jahre alten Verbindlichkeit für Nahrungsmittellieferungen zur Versorgung der französischen Armee während Napoleons Ägyptenfeldzug. Diese Nahrungsmittellieferungen waren ursprünglich vom in Paris ansässigen Handelsunternehmen Bacri und Busnach finanziert worden. Diese Unternehmer waren gebürtige algerische Juden, und als die Rückzahlung ausblieb, sprang der damalige Dey von Algier ein.Hussein Dey schrieb als rechtmäßiger Nachfolger des Kreditgebers an König Ludwig XVIII., allerdings ohne Erfolg. Am 29. April 1827 gab Hussein Dey einen Empfang, zu dem auch der französische Konsul Pierre Deval erschien. Dey Hussein sprach den Konsul auf die horrenden Schulden an und verlangte einen Grund für die ablehnende Haltung der französischen Regierung. Deval entgegnete daraufhin, „dass seine Regierung auf keinen Fall antworten würde, weil sie es für unnütz hielte“. Auf diesen Affront hin versetzte Dey Hussein dem Konsul drei Schläge mit seinem Fliegenwedel und wies ihn aus dem Gebäude.Der inzwischen herrschende König Karl X nutzte diesen Vorfall, um die diplomatischen Beziehungen abzubrechen und im Jahre 1830 Algerien zu erobern. Die französische Herrschaft sollte die nächsten 132 Jahre andauern. (de)

Deval visited the Dey of Algiers 29 April 1827. Hussein Dey, Algeria's Ottoman ruler, demanded that the French pay a 28-year-old debt, contracted in 1799 by purchasing supplies to feed the soldiers of the Napoleonic Campaign in Egypt. In the "Bacri-Busnach affair" in 1797 two Jewish traders of Algiers, Bacri and Busnach, had sold for 14 millions of wheat to the French Republic, which were never paid back. Hussein Dey, whose predecessors had financed the deal and was now the creditor, had written to Louis XVIII, but in vain. Deval refused to give answers satisfactory to the dey, and in an outburst of anger, Hussein Dey touched the consul with his fan (fly whisk), becoming known as the Fly Whisk Incident. Charles X used this as an excuse to break diplomatic relations and plan an invasion. The regency of Algiers would end with the French invasion of Algiers in 1830, and French rule last for the next 132 years. (en)
