Richard Stanislaus Joseph Frackowiak, born 26 March 1950 in London, is a British and French neurologist and neuroscientist. He is best known for his role in the development of neuroimaging, as the founding director of the Functional Imaging Laboratory (FIL) at University College London (UCL) and as one of the initiators, in 2013, of the Human Brain Project (HBP), a ten-year European project coordinated by the École Polytechnique Fédérale de Lausanne (EPFL) with the goal of advancing knowledge in the fields of neuroscience, computing and brain-related medicine.

Frackowiak besuchte in London die Schule und studierte an der Cambridge University Medizin. Er erwarb 1983 mit einer Arbeit über die quantitative Messung des zerebralen Blutflusses mit Hilfe der Positronen-Emissions-Tomographie (PET) den Doktor der Medizin. Von 1988 bis 1993 leitete Frackowiak die neurologische Abteilung am . 1990 erhielt er eine Professur für Neurologie und übernahm 1994 die Leitung der Abteilung für bildgebende Neurowissenschaften am University College London (UCL). 1998 wurde er Direktor des Instituts für Neurologie am UCL, und ab 2002 war er stellvertretender Provost dieses Colleges.
