Tra i fondatori del Touring ci fu anche Luigi Vittorio Bertarelli, che ne divenne presidente nel 1919. L'intento principale del TCI era la diffusione della bicicletta, vista come nuovo mezzo alla portata di tutti, simbolo di modernità e motore di diffusione del turismo in tutta la penisola.
