International Year of Older Persons) erklärt. Es ist damit Element der Dekade der Vereinten Nationen für die Beseitigung der Armut. Dies geschah anlässlich des zehnten Jahrestages ihres Internationalen Aktionsplanes über Altersfragen 1992, um die UN-Grundsätze für ältere Personen (Unabhängigkeit, Teilnahme, Fürsorge, Selbstverwirklichung, Würde) bekannter zu machen und das gesellschaftliche Verständnis und die Bemühungen für die Situation der älteren Menschen zu fördern. O ano de 1999 foi proclamado o Ano Internacional dos Idosos pelas Nações Unidas. A proclamação foi oficializada a 1 de Outubro de 1998, o , pelo secretário-geral das Nações Unidas Kofi Annan. A proclamação tinha como objectivo lançar atenções para o reconhecimento do envelhecimento demográfico da humanidade, a fim de criar compromissos para o amadurecendo de atitudes e potencialidades em empreendimentos sociais, económicos, cultural e espirituais, criando condições para a paz e o desenvolvimento no próximo século. In its Proclamation on Aging, the United Nations General Assembly decided to declare 1999 as the International Year of Older Persons (IYOP). The proclamation was launched on 1 October 1998, the International Day of Older Persons, by United Nations Secretary General Kofi Annan.
