Il est l'auteur de réformes sociales sans précédent en faveur de la classe ouvrière, et notamment d'une politique d'arbitrage obligatoire des conflits sociaux. Il est ainsi l'auteur du « code du travail le plus progressiste au monde » pour l'époque. Historien, il publie en 1898 une synthèse de l'histoire néo-zélandaise, qui en demeure la principale référence pendant un demi-siècle, et contribue à forger la vision qu'ont les Néo-Zélandais de leur pays.
