Die Verwirklichung des aufwendigen Projektes ist jedoch spätestens mit der Distanzierung des deutschen Wissenschaftsrats im Jahr 2010, der die Ziele nun mit anderen Mitteln erreichen will, unwahrscheinlich geworden.
