Il est le fils aîné de Mutsu Munemitsu, qui fut ministre des Affaires étrangères. Il se rend au Royaume-Uni pour étudier en 1887. Il devient diplomate en 1895, puis réside à Londres, à Rome, etc. Il épouse pendant cette période une Britannique qui prendra le nom d'Iso Mutsu. Il rentre au Japon avec elle en 1910 et devient (en) en 1914 mais démissionne très vite à cause d'une maladie. Il réside par la suite à Kamakura dans la préfecture de Kanagawa jusqu'à sa mort en 1942. Il soutenait financièrement avec sa femme l' (ja) (Kamakura-jo-gakkō, actuel lycée junior Kamakura-jo-gakuin) et ils se sont tous les deux Count Mutsu Hirokichi (陸奥 広吉, March 5, 1869 – November 19, 1942) was a Japanese diplomat and an educator in Meiji- and Taishō-period Japan. He was the oldest son of Mutsu Munemitsu who was Minister for Foreign Affairs. He was sent to the U.K. to study in 1887 as a barrister and by 1895 was appointed to diplomatic positions, residing in London, Washington, DC and Rome. While in Europe he met Gertrude Ethel Passingham whom he later married in 1905.
