He was also part of the YES committee for the 1980 Quebec referendum on sovereignty. He was also involved in the economic development of the La Baie region in Saguenay-Lac-Saint-Jean, and the regional board of the Caisses Desjardins. He was first elected in the 1998 provincial election. He was Minister for Housing from January 30, 2002 until April 29, 2003. He was re-elected in the 2003 and 2007 elections.
