Operation Flood, launched on 13 January 1970, was the world's largest dairy development program and a landmark project of India's National Dairy Development Board (NDDB). It transformed India from a milk-deficient nation into the world's largest milk producer, surpassing the United States of America in 1998 with about 22.29 percent of global output in 2018. Within 30 years, it doubled the milk available per person in India and made dairy farming India's largest self-sustainable rural employment generator. It was launched to help farmers direct their own development and giving them control of the resources they create. All this was achieved not merely by mass production, but by production by the masses; the process has since been termed as the "White Revolution".

Ce projet a fait passer l'Inde dès les années 1988-1989, du statut de pays pauvre en lait au statut de plus grand producteur mondial de lait, dépassant les États-Unis d'Amérique en 1998. Ce programme a été lancé afin de permettre aux agriculteurs de diriger leur propre développement et leur donner le contrôle de leurs ressources avec environ 22% de la production mondiale en 2018. Après plusieurs années de batailles, la coopérative a commencé a produire d'incroyables résultats. La Gujarat Cooperative Milk Marketing Federation (GCMMF) a été établie en 1973 et se nomme maintenant Amul, et est considérée comme le moteur du succès de ce programme. C'est la coopération de trois hommes, , Verghese Kurien et qui, travaillant ensemble depuis 1946, a ce qui deviendra l'entreprise coopérative indienne de transformation et de distribution de produits laitiers nommée Amul, est responsable de la révolution blanche en Inde. Une percée technologique a cependant été indispensable à l'industrie laitière en Inde pour permettre cette révolution, c'est celle qui a permis la fabrication de poudre de lait écrémé à partir du lait de bufflonne. Dr Verghese Kurien, the chairman and founder of Amul, was named the Chairman of NDDB by Prime Minister Lal Bahadur Shastri. Kurien thrust the program towards success and has since been recognized as its architect. If there was one technological breakthrough that revolutionized India's organized dairy industry, it was the making of skim milk powder out of buffalo milk. The man who made this possible was Harichand Megha Dalaya.The Anand Pattern Experiment at Amul, a dairy co-operative, was the engine behind the success of the program. (en)
