Namun pada tahun 2011, berdasarkan Undang-Undang Nomor 12 Tahun 2011, Tap MPR kembali menjadi Peraturan Perundangan yang secara hierarki berada di bawah UUD 1945.Pimpinan MPR sempat menyatakan bahwa kembali berlakunya Tap MPR pun tidak serta-merta mengembalikan posisi MPR seperti kondisi sebelumnya, dikarenakan pada era reformasi pembuatan Tap MPR baru tidak akan seperti masa yang sebelumnya, mengingat peran pembuatan Undang-Undang (legislatif) pada era reformasi diserahkan sepenuhnya kepada Presiden dan DPR. Perubahan UUD 1945 membawa implikasi terhadap kedudukan, tugas, dan wewenang MPR. MPR yang dahulu berkedudukan sebagai lembaga tertinggi negara, kini berkedudukan sebagai lembaga negara yang setara dengan lembaga negara lainnya (seperti Kepresidenan, DPR, DPD, BPK, MA, dan MK).
